Planning conditions
  1. in accordance with plans A-101 (Rev. R0), A-102, A-103, A-204, Location Plan, HMO Management Plan, Waste Management Plan, Design & Access Statement, and Fire Safety Statement
  2. The proposed development involves the loss of a family sized unit in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this home. As such, this proposal fails to comply with Policies LP5 and LP26 of the Local Plan and the Housing needs identified in the 2023 Strategic Housing Market Assessment (SHMA).
  3. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
  4. The proposal would result in an over-concentration of HMO’s along Roman Road, with the application site resulting in more than one in five properties along the selected area being in use as an HMO, contrary to Policy LP26 and the Council’s Housing Design Guide SPD (2019).
