Planning conditions
  1. in accordance with plans 01 (Revision A), 02 (Revision A), 03 (Revision A), 04 (Revision A), 05, 06, 07, HMO Management Plan, Planning Statement, Fire Safety Strategy, Flood Map for Planning, and Site Photographs
  2. The proposed development involves the loss of a family sized dwelling in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this family home. As such, this proposal fails to comply with Policy LP5 of the Local Plan and the Housing Needs identified in the 2024 Strategic Housing Market Assessment (SHMA).
  3. The proposed HMO, due to the insufficient area of communal living spaces, would result in substandard residential accommodation, to the detriment of the amenities of prospective occupants of the development. Thus, the proposal is contrary the Council's Housing Design Supplementary Planning Document, Policy LP29 of the Local Plan, and Policy D6 of the London Plan.
  4. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
  5. The proposed HMO would result in more than one out of a consecutive row of five units being converted into HMOs, which would lead to an over-concentration of HMOs on Mortlake Road, Ilford, and is contrary to Policies LP5 and LP6 of the Local Plan and the Council's Housing Design SPD (2019).
