The proposed rear dormer extension, by reason of its position, size, design, external appearance, bulk and scale on the rear roof slope would be intrusive alterations, out of scale and character with this and neighbouring dwellings, as well as having an adverse effect on the visual amenities of the locality, failing to preserve or enhance the character of this Aldersbrook and Lake House conservation area. Thus, it is contrary to Policies LP26, LP30 and LP33 of the Local Plan, Policy HC1 of the London Plan and the Council's Aldersbrook Conservation Area and Lake House Estate Design Guide (2020) and Housing Design Guide Supplementary Planning Document (2019).
The proposed alterations to the roof: hip-to-gable roof alteration, by reason of its position, size, design and appearance, would be out of scale and significantly damage the character and visual amenity of the host property and locality with the loss of symmetry with the existing attached semi-detached pair at No. 11 Lake House Road creating an unbalanced appearance and reducing the sky gap. The proposal would therefore fail to preserve or enhance the character of the Alderbrook and Lake House Conservation Area. Thus, it is contrary to Policies LP26, LP30 and LP33 of the Local Plan, and Policy HC1 of the London Plan and Aldersbrook Conservation Area and Lake House Estate Design Guide (2020) and Housing Design Guide Supplementary Planning Document (2019).
Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
The proposed single storey rear extension, owing to its uncharacteristic design and appearance, would be an incongrous and visually intrusive addition to the area and would not be subordinate to the host property which would be harmful to the character of the existing dwelling, failing to preserve or enhance the character of the Aldersbrook and Lake House Conservation Area contrary to policies D3 and HC1 of the London Plan, LP26, LP30 and LP33 of the Local Plan and paragraphs 212 and 215 of the NPPF.
