The site is not located in any Metropolitan, District or Local Centres as identified in Appendix 6 of the Local Plan. As such, it does not comply with the locational requirement intended to ensure that such conversions are appropriately sited in areas with good access to local shops and services and public transport to allow residents access to these services and opportunities. Therefore, this proposal does not comply with criterion 1(a) of Policy LP6 of the Local Plan.
The proposal would significantly change the character of the area in which the application site is located, and detrimentally impact the amenity of the surrounding residents from increased noise and general activity associated with the creation of two additional residential units and a maximum of five additional occupants from two additional households. As a result, the proposal is contrary to Policies LP6 1(c) and LP26 of the Redbridge Local Plan.
The part first-floor rear extension, by virtue of its excessive width, would result in a bulky and intrusive addition which is out of scale and character of the prevailing pattern of development in the surrounding area, which would be harmful to the visual amenities in the locality and be contrary to Policies LP26 and LP30 of the Local Plan.
The single bedroom of Flat A, by virtue of its window facing a confined lightwell where the opposite wall is only 1.8 metres' away, and the main living area of Flat C, by virtue of the heavy reliance on the high-level rooflights to provide daylight/sunlight, would fail to have adequate levels of outlook and daylight/sunlight and result in sub-standard residential accommodation, detrimental to the amenities enjoyed by prospective occupants of this development. Thus, it is contrary to Policies LP26 and LP29 of the Local Plan, Policy D6 of the London Plan and Paragraph 135 of the NPPF.
The proposal, by reason of the absence of access to private amenity space by the occupants of Flats B and C, would result in sub-standard residential accommodation and be detrimental to the amenities enjoyed by prospective occupants of this development. Thus, it is contrary to Policy LP29 of the Local Plan, Policy D6 of the London Plan and Paragraph 135 of the NPPF. In addition, the submitted plans have not outlined an acceptable access arrangement from Flats B and C to the rear garden within the red line boundary.
The proposed car parking arrangement of three car parking spaces in the front court will compromise safe and convenient pedestrian access into the building. As such, it will be contrary to Policies LP22 and LP23 of the Local Plan, and Policies T2 and T4 of the London Plan.
In the absence of appropriate mitigation, the proposal would have an unacceptable impact the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.
Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
The proposed cycle parking arrangement is infeasible as it relies on external access outside the red line of the application site. As such, it will be contrary to Policies LP22, LP23 and LP26 of the Local Plan.
