Reason: In order to facilitate the use of section 73 of the Town and Country Planning Act 1990 to make minor material amendments to this planning permission.
(Materials): The external materials to be used in the construction of the development hereby permitted shall accord with the specification stated in the planning application form submitted with the application unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure the that the development accords with the terms of the application and to ensure that the development has a satisfactory appearance and comply with LP26 of the Council’s Local Plan.
(Restricted Use): The premises shall only be used for/as Community Hub (Use Class F2(b) and for no other purpose or use (including any other purpose or use within Class F2 of the Schedule to the Town and Country Planning (Use Classes) Order 1987), or in any provision equivalent to that Class in any Statutory Instrument revoking, re-enacting or amending that Order), and shall be restricted to the ground floor of the building only. The upper floor of the building shall remain in B8 (storage use) and shall not be changed away from that use within further express planning permission. Reason: In order to ensure that the use of the premises accords with the terms of the application and to prevent any alternative use being made of the premises which could be a source of nuisance or disturbance to occupants of neighbouring property and to comply with Policy LP26 of the Council’s Local Plan.
(Hours of Use - Staff and Visitors): The use of the building (ground floor) as an F2(b) community hub hereby permitted shall not be open for use by staff or members of the public/visitors outside of the following times: - 09:00 - 18:00 Mondays to Sundays, including Bank or Public Holidays. Reason: In order to prevent the use causing an undue disturbance to occupants of neighbouring property at unreasonable hours of the day, and to accord with Policies LP9 and LP26 of the Council’s Local Plan.

(Amplified Music): No amplified sound equipment shall be used within the community hub hereby approved at any time unless otherwise agreed with specific permission from the Local Planning Authority. Reason: To ensure that there is no noise disturbance to neighbouring residential properties and to comply with Policies D13 and D14 of the London Plan and Policy LP24 of the Councils Local Plan.
(Access Door): The new access door arrangements as shown on drawing nos. LBRJMC-IWD-XX-00-D-A-231100 Rev. P03 and LBRJMC-IWD-XX-XX-D-A-232101 Rev. P03 hereby approved and listed under condition 1 above shall be installed within 2 (months) from the date of this permission and be retained the form approved for the life of the development. Reason: The ensure the development complies with the terms of the application and in the interest of pedestrian safety.
Refuse and Recycling The applicant is advised that refuse collections from on street properties are collected by wheeled bins, with each property being provided a 180 Litre wheeled bin. Recycling collections are from 55 Litre Recycling boxes in 2 waste streams Paper and card/Mixed recycling. The Authority is also planning to introduce a food waste collection service from April 2026, properties will be provided a 23ltr external food waste caddy and 5ltr caddy for internal use, further details will be communicated to residents once finalised. The collection point for all of the above collections is from the front of the property at the boundary nearest the highway. The Authority will issue wheeled bins to properties based on the number of residents at the address and the resident will need to contact the Authority to apply for larger/additional bins if there are more than 6 residents at the address. For HMO properties the owner will be required to provide the Authority with a copy of the licence before multiple bins are provided. Additional recycling boxes can be delivered for a small charge (please see the Authority’s website). Containers are to be located within the boundary of the property and not stored on the public highway or in any other public area. If a refuse storage area is to be provided on the frontage of the property; this area will require permanent, clear access for residents and in a position away for any proposed car parking spaces. The developer of the site will be required to contact the Authority’s Cleansing department, requesting a wheeled bin and for waste/recycling collections for the new properties a minimum of 3 weeks before completion.
