  2.   3. The details for this condition were approved under reference 3852/22/03 on 30.01.25. Prior to the commencement of development a Demolition & Construction Management and Logistics Plan shall be submitted to and approved in writing by the Local Planning Authority. The Plan shall include details of: a) Demolition Plans; b) The location of notice board/s on the site to include details of the site manager, including contact details (phone, facsimile, email, postal address); c) A strategy for the parking of vehicles of site operatives and visitors; d) A strategy for the loading and unloading of plant and materials; e) A strategy for the storage of plant and materials used in constructing the development; f) Details of the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; g) Details of any means of protection of services such as pipes and water mains within the road; h) Measures to be adopted to maintain the site in a tidy condition in terms of disposal/storage of rubbish, storage and unloading of building materials and similar construction activities; i) Record all dust and air quality complaints, identify cause(s), take appropriate measures to reduce emissions in a timely manner, and record the measures taken; j) Measures to be adopted to ensure that pedestrian access past the site on the public footpaths is safe and not obstructed during construction works; k) Location of workers' conveniences (e.g. toilets, showers); l) Reasonable measures to be adopted, such as a restriction on the size of construction vehicles and machinery accessing the site, to minimise any potential damage occurring to adjacent streets throughout the construction period; m) Location of vehicle and construction machinery access during the period of site works including identification of any works necessary to the public highway necessary to provide a means of access during the construction and/or operation of the development; n) Numbers and timing of truck movements throughout the day and the proposed routes broken down by size of trucks; o) Vehicle holding areas; p) Construction traffic routes; q) Procedures including wheel washing for controlling sediment runoff, dust and the removal of soil, debris and demolition and construction materials from public roads or places; r) Plan Site layout so that machinery and dust causing activities are located away from receptors, as far as possible; s) Site Hoarding - Erect solid screens or barriers around dusty activities or the Site boundary that are at least as high as any stockpiles on site also protecting the Site of Nature Conservation Importance of the rail sides adjacent; t) Ensure all vehicles switch off engines when stationary - no idling vehicles; u) Avoid the use of diesel and petrol-powered generators and use mains electricity or battery powered equipment where practicable; v) Ensure an adequate water supply on the Site. Water suppression should be used to damp down dust and other debris that could generate dust, and, where practical, manual or mechanical demolition techniques should be used. w) Ensure all loads entering and leaving the Site are covered. x) Communication with other high-risk construction sites within 500 m radius of the site y) A Demolition and Construction Site Waste Management Plan (SWMP) which includes details of managing demolition and construction waste having regard to the site waste hierarchy (prevention, reuse, recycling, recovery, safe disposal), preferred options for storage and management (placed in segregated skips to be provided, target monitoring, any deviations from waste procedures shall be documented and remedial action carried out by the contracts manager; and The development hereby permitted shall only be carried out in accordance with the approved details. Reason: In order to ensure that the construction of the development is undertaken in a manner which minimises its' effect on the local environment and to comply with Policies LP22, LP24 and LP26 of the Local Plan. The objectives and purposes of this condition are such that it is required to be complied with before commencement of development. As such, those objectives and purposes would not be met if the condition were to be expressed other than as a pre-commencement condition.
  4. The details for this condition were approved under reference 3852/22/03 on 30.01.25. Prior to the commencement of development hereby approved, a Construction Environmental Management Plan (CEMP) shall be submitted to and approved in writing by the Local Planning Authority. The method statement shall include details of the following: Construction Vehicle Access Strategy to be submitted and agreed by LBR to include: a) Likely noise levels to be generated from plant. b) Details of any noise screening measures. c) Proposals for monitoring noise and procedures to be put in place where agreed noise levels are exceeded. d) Where works are likely to lead to vibration impacts on surrounding residential properties, proposals for monitoring vibration and procedures/mitigation to be put in place if agreed vibration levels are exceeded. Note: it is expected that vibration over 1mm/s measured as a peak particle velocity would constitute unreasonable vibration. e) The method statement shall make reference to, and comply with, The Mayor of London's supplementary planning guidance (SPG) 'The control of dust and emissions from construction and demolition'. In particular the applicant shall: f) Submit for approval a Construction Dust Management Plan, including details of mitigation measures for dust and emissions during demolition and construction along with a monitoring regime for the same; g) Submit a for approval Dust Monitoring Programme. h) Submit a Detailed Construction Noise Assessment based on, but not limited to, the demolition and construction timetable, sub-phasing within the two main construction phases, and technical specification of plant being used, and include mitigation required. i) Equipment and plant used on site shall comply with the requirements for 'Non-Road Mobile Machinery' (NRMM). j) Shall clarify the type of piling proposed within the operations chapter of the CEMP. k) Include a copy of the Site Waste Management Plan l) Shall submit details on storage and stockpiling of wastes at the site. All the above submissions shall have regard to the Mayor's SPG 'The control of dust and emissions from construction and demolition'. Reference shall be made to: BRE four part Pollution Control Guides 'Controlling particles and noise pollution from construction sites'. British Standard 5228 Code of practice for noise and vibration control on construction and open sites, Part 1 - Noise and Part 2 - Vibration (as amended, BS 5228-1:2009+A1:2014 and BS 5228-2:2009+A1:2014). Reason: To ensure considerate construction and to protect the amenities of the nearby residents from excessive noise and dust and to comply with Policies LP22, LP24, and LP26 of the Local Plan, and Policy SI 1 of the London Plan and the GLA NRMM LEZ. The objectives and purposes of this condition are such that it is required to be complied with before commencement of development. As such, those objectives and purposes would not be met if the condition were to be expressed other than as a pre-commencement condition.
  5. The details for this condition were approved under reference 3852/22/02 on 20.12.24. No demolition or development shall take place until a stage 1 written scheme of investigation (WSI) has been submitted to and approved by the local planning authority in writing. For land that is included within the WSI, no demolition or development shall take place other than in accordance with the agreed WSI, and the programme and methodology of site evaluation and the nomination of a competent person(s) or organisation to undertake the agreed works. If heritage assets of archaeological interest are identified by stage 1 then for those parts of the site which have archaeological interest a stage 2 WSI shall be submitted to and approved by the local planning authority in writing. For land that is included within the stage 2 WSI, no demolition/development shall take place other than in accordance with the agreed stage 2 WSI which shall include: A. The statement of significance and research objectives, the programme and methodology of site investigation and recording and the nomination of a competent person(s) or organisation to undertake the agreed works B. Where appropriate, details of a programme for delivering related positive public benefits C. The programme for post-investigation assessment and subsequent analysis, publication & dissemination and deposition of resulting material. This part of the condition shall not be discharged until these elements have been fulfilled in accordance with the programme set out in the stage 2 WSI. Reason: In order to ensure that archaeological examination and recording at the site can take place and the archaeological interest on this site is safeguarded, and to accord with Policy LP33 of the Council's Local Plan.
  6. Notwithstanding the details submitted with the proposal hereby approved, prior to the commencement of relevant works, details (samples and/or specifications, and plans as appropriate) of all facing materials, shall be submitted to and approved in writing by the Local Planning Authority. The details shall also include: a) Brickwork b) Cladding; c) Windows and doors (including reveals and frames); d) Privacy screens; e) Balustrade f) Residents roof garden structures g) Canopies; h) External guttering; i) Details of all rooftop structures including flues, satellite dishes, plant, lift overruns, cleaning cradles; j) Plant enclosures; k) Stairs The development shall be carried out in accordance with the approved details. Reason: To ensure that the external appearance of the building is satisfactory and mitigates noise levels to balconies in accordance with the requirements of Local Plan Policies LP26.
  7. Prior to the occupation of the development and notwithstanding any indication on the submitted drawings or supporting documents, details of electric vehicle charging point locations and technical specifications shall be submitted to and approved in writing by the Local Planning Authority. The development shall be implemented in accordance with the approved details and retained as such thereafter for the lifetime of the development unless otherwise agreed in writing by the Local Planning Authority. The EVCP infrastructure as approved shall be operational prior to the first occupation/use of the residential and retail store elements of the relevant Phase. Reason: In the interest of effective provision of safe and well-designed parking facilities in accordance with Local Plan Policy LP23 and Policy T6 of the London Plan.
  8. Notwithstanding the indicative details shown on the plans hereby approved, before first residential occupation of the development, a scheme of hard and soft landscaping shall be submitted to and agreed in writing by the Local Planning Authority and shall include the following. A. Soft Landscaping scheme shall include: a) Planting plan; b) Written specifications (including cultivation and other operations associated with trees, plants and grass); and c) Schedules of plants and trees, setting out the species, sizes, numbers/densities and soil depths. d) Details of defensible spaces. The scheme shall also include a programme setting out how the plan will be put into practice including measures for protecting plants and trees both during and after development has finished. The new planting shall be carried out in accordance with BS 8545 (2014) 'Trees: from nursery to independence in the landscape' in the first planting and/or seeding season following the first occupation of the residential buildings hereby permitted or the substantial completion of the development, whichever is the sooner and shall comply with the requirements specified in BS 3936 (1992) 'Specification of Nursery Stock Part 1 Trees and Shrubs', and in BS 4428 (1989) 'Recommendations for General Landscape Operations'. None of the new trees, plants or shrubs planted shall be lopped or topped within a period of five years from the completion of the development. Any trees, plants or shrubs, which, within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased, shall be replaced in the next planting season, in accordance with the approved scheme. The approved landscaping scheme shall be maintained thereafter. B. The hard landscaping scheme shall include: a) Finished levels, materials, any signage, furniture/sitting areas and a maintenance plan to demonstrate how the hard landscaping features will be repaired/replaced (as appropriate) over time. b) All details of any fencing, gates, walls or other means of enclosure within the development. c) A programme setting out how the plan will be put into practice including measures for protecting plants both during and after development has finished. The hard landscaping scheme shall be installed prior to first occupation of the residential buildings hereby permitted or the substantial completion of the development and maintained thereafter in accordance with the maintenance plans hereby approved. Reason: To ensure a satisfactory appearance, to take opportunities to enhance biodiversity, to ensure that there is appropriate child play and communal space within the development, and to accord with Policies LP26, LP29, and LP38 of the Council's Local Plan and the London Borough of Redbridge Trees and Landscaping SPD (June 2006).
  9. Prior to relevant works, details of any form of external illumination and / or external lighting on the buildings and around the site for relevant Phase/s, including street lighting, shall be submitted to and approved in writing by the Local Planning Authority. The detailed design for external lighting shall also demonstrate: a) that external lighting placement will not impact on any installed habitat boxes installed. b) that external lighting placement and luminance will not impact on the nightscape. c) that external lighting placement will not result in unacceptable light pollution/spillage to both existing residents in the surrounding area of new residents of the development; and d) the use of low wattage amber LED luminaires around site, in particular around the perimeter of the development along the east boundary/railway line side to ensure that there is no interference with rail operations; and e) Lighting positioning and height minimised the risk of crime in combination with CCTV camera positioning The approved details shall be fully implemented prior to the first occupation of the development and retained as such for the lifetime of the development. Reason: In the interest of health and to protect the living conditions of existing and future residents in the locality, and in the interest of protecting wildlife in this Site of Importance for Nature Conservation, in accordance with Policies LP24, LP26 and LP39 of the Local Plan.
  10. Prior to occupation, acoustic commissioning testing shall be undertaken by an ANC or IOA accredited organisation for a representative sample to demonstrate compliance with the terms of Part A, B, C & D. The commissioning protocol shall be agreed in writing with the Local Planning Authority in advance of testing and the results shall be submitted to and approved in writing by the Local Planning Authority prior to occupation of residential elements of the scheme. Part A. Internal noise level - airborne noise ingress: The building shall be designed to meet the following internal criteria: Living Rooms: 35 dB LAeq, 16hr (between 07:00 and 23:00 hrs) Bedrooms: 30 dB LAeq, 8hr (between 23:00 and 07:00 hrs) Bedroom: 45 dB LAFmax to be exceeded no more than 10 times per night-time between 23:00 and 07:00 hours from sources other than emergency sirens. The scheme shall be fully implemented in accordance with the approved details and shall thereafter be retained as such for the lifetime of the development. Part B. Tactile vibration: The Vibration Dose Values (VDV) shall be calculated and assessed from the measured acceleration levels in accordance with BS 6472-1:2008 (revised). For residential development, the VDV (m/s1.75) should not exceed 0.2-0.4 during the day and 0.1-0.2 at night. Part C. Re-radiated noise: Re-radiated noise, within habitable residential rooms, as a result of vibration from adjacent railways and other sources, shall not exceed LASmax 35 dB. Where it is predicted that noise from this source, after allowing for predictive uncertainty, is likely to exceed LASmax 35 dB, proposals to mitigate re-radiated noise to acceptable levels shall be submitted to and approved in writing by the LPA. Part D. Fixed Building Services Plant: Noise emitted from any new fixed building services plant and equipment shall be designed to a level at least 10 dB below the lowest representative existing background noise level when assessed in accordance with BS 4142:2014 at a position 1 m from the window of the nearest noise sensitive premises (i.e. Plant LAr, Tr = -10 dB LA90, T). This criterion applies to the total contribution of noise from all new plant items associated with the Proposed Development that may run during any particular period. Reason: In order to protect the health and ensure quality of life enjoyed by future occupants of the development and to comply with Policies LP24 and LP26, and Policy D14 of the London Plan.
  11. No piling shall take place until a Piling Method Statement (detailing the depth and type of piling to be undertaken and the methodology by which such piling will be carried out, including measures to prevent and minimise the potential for damage to subsurface sewerage infrastructure, and the programme for the works) has been submitted to and approved in writing by the local planning authority in consultation with Thames Water. Any piling must be undertaken in accordance with the terms of the approved piling method statement. Reason: The proposed works will be in close proximity to underground sewerage utility infrastructure. Piling has the potential to significantly impact / cause failure of local underground sewerage utility infrastructure.
  12. Each building, or part of a building, shall obtain a 'Secured by Design' Accreditation prior to first occupation of each building or part of a building, or use. The development shall only be carried out in accordance with the approved details and maintained thereafter. Reason: To ensure that Secured by Design principles are implemented into the development as far as reasonable and in accordance with Policy LP26 of the Local Plan and Policy D11 of the London Plan.
  13. During construction of the development hereby permitted, the trees located adjacent to the Development At Snaresbrook Station Car Park, High Street, Wanstead, London shall not be lopped or felled without the written consent of the local planning authority. Reason: In order to maintain the existing vegetation at the site, which makes an important contribution to the character of the area, and to accord with Policies LP26 and LP38 of the Council's Local Plan.
  14. During construction of the development hereby permitted, any trees within or near to the site shall be protected in accordance with the requirements of BS 5837 (2012) 'Trees in Relation to Design, Demolition and Construction'. The protection measures shall be implemented prior to any below ground works and shall be retained for the entire period of the duration of any work at the site, in connection with the development hereby permitted. Reason: In order to maintain the existing vegetation at the site, which makes an important contribution to the character of the area, and to accord with Policies LP26 and LP38 of the Council's Local Plan.
  15. Prior to the occupation of the development a roof top communal area management plan demonstrating how this area will be managed to mitigate any unacceptable impact on residential neighbouring amenity in terms of noise and disturbance shall be submitted to and agreed in writing by the local planning authority. The development shall be implemented in accordance with the approved details and retained as such for the lifetime of the development. Reason: In order to protect the amenity of residential neighbouring amenity and comply with Policy LP26.
  16. The short and long stay cycle parking serving the flats hereby approved shall be installed as per the approved details prior to first occupation and retained, not used for any other purpose and be maintained in good working order for the lifetime of the development. Reason: To ensure appropriate cycle storage is provided in the scheme to comply with policy T5 of the London Plan.
  17. Prior to first occupation, a detailed scheme for the specific number and placement/positioning of bird boxes, habitat bat boxes, sandy piles, log habitat piles, coiled rope and bee towers, bee bricks within and around the development site shall be submitted to and agreed in writing by the local planning authority. The details shall include height and direction of the housing, as well as details of the habitat box product specified. The approved habitat provision shall be installed, where attached to a block prior to first occupation of that block, or other measures around the site by the first occupation of the last block to be so first occupied, and shall thereafter be maintained in accordance with the approved details in perpetuity. Reason: To promote and ensure biodiversity at the, and to comply with Policy LP39 of the Local Plan and Policy G6 of the London Plan.
  18. The wheelchair user dwellings hereby approved shall comply Approved Document M 2015, M4 Category 3: Wheelchair user dwellings, category M4(3)(2)(a) 'Adaptable'. Circulation areas in blocks with M4(3) dwellings will be built in full accordance with Part M4(3), as referred to in paragraph 3.7.2 of the London Plan. These shall be fitted out as at least 'adaptable'. This includes the entrance and circulation area doors which will have to be fully compliant with the relevant sections of Approved Document M. All wheelchair user dwellings must provide sufficient footprint and drawings must demonstrate that they can achieve a fully accessible layout. The development shall be carried out in accordance with the approved details and evidence of compliance shall be notified to the building control body appointed for the development in appropriate Full Plans Application, or Building Notice, or Initial Notice to enable the building control check compliance. Reason: In order to ensure the development complies with the terms of the application and to secure the provision of visitable and adaptable homes appropriate to meet diverse and changing needs, in accordance with Policies LP5, LP26 and LP32 of the Local Plan, and Policy D7 of the London Plan 2021.
  19. All of the dwellings (with the exception of units to be constructed to the M4(3) standard), shall comply with Building Regulations Optional Requirement Approved Document M4 (2) Category 2: Accessible and adaptable dwellings (2015 edition). Reason: In order to ensure that the development provides (or can be adapted to provide) satisfactory accommodation for people whose mobility is impaired, and to accord with Policies D7 of the London Plan and LP5, LP26 and LP32 of the Local Plan.
  20. The development hereby approved shall be designed to meet water consumption target of 105 litres per person per day, with an additional 5 litres per person per day for external water use. Reason: To comply with London Plan Policy SI 5.
  21. Prior to the first residential occupation of such building/s or part of a building, all lifts shown on the approved plans shall be installed and be fully operational. The lifts shall be appropriately maintained and retained as approved for the lifetime of the development. Reason: To ensure that adequate step-free access is provided to all accessible floors, in accordance with Policy D7 of the London Plan.
  22. The development shall have waste collected and deliveries made in accordance with Waste Management Plan (by Vectos dated November 2022) with the refuse stores brought into use prior to first occupation of any of the dwellings hereby permitted, and to be retained as such for the lifetime of the development. Reason: To ensure the development accord with the terms of the application and to comply with Policy LP26 of the Local Plan.
  23. The development proposals shall provide sufficient ducting space for full fibre connectivity infrastructure to all end users within the development, unless an affordable alternative 1GB/s capable connection is made available to all end users. Reason: In order to comply with the London Plan Policy SI6.
  24. Prior to occupation of the development perforated privacy screen to the windows along west elevation shall be installed as per the approved details and shall thereafter be retained as such for the lifetime of the development. Reason: In order to protect the privacy of the neighbouring properties as well as the new development and to comply with Policy LP26 of the London Plan.
  25. The cooling of the development hereby approved shall be attained through the implementation of the approved strategies/mitigation measures set out in the Energy Report and Sustainability Assessment, including Overheating Assessment Report prepared by Meinhardt, and shall be installed and operational prior to first occupation or use of the scheme. The strategies/mitigation measures shall be installed, maintained and retained in perpetuity. Reason: In order to ensure that the residential accommodation to be provided are suitably protected from noise and air pollution, and overheating, to accord with London Plan policy SI4 and Local Plan Policies LP24, LP26, and LP32.
  26. The development shall be carried out in accordance with the provisions of the Fire Statement prepared by Jensen Hughes unless otherwise approved in writing by the Local Planning Authority. The strategies and recommended measures shall be installed, maintained and retained in perpetuity. Reason: To ensure that the development incorporates the necessary fire safety measures in accordance with Policy D12 of the London Plan.
  27. Prior to commencement of above ground works, a clarification regarding proposed attenuation volume calculation shall be submitted to and approved in writing by the Local Planning Authority. The details as approved shall be implemented at the site and permanently retained for the duration of the use unless otherwise agreed in writing with the Local Planning Authority. Reason: In order to ensure that the development complies with Policy LP21 of the Council's Local Plan.
  28. The works hereby approved shall only be carried out strictly in accordance with British Standard 3998 [2010] 'Tree Works'. Reason: In the interests of the health, safety and appearance of the preserved trees and to accord with Policies LP26 and LP38 of the Council's Local Plan.
  29. 1. (GLASS): Written schemes of investigation will need to be prepared and implemented by a suitably professionally accredited archaeological practice in accordance with Historic England’s Guidelines for Archaeological Projects in Greater London. This condition is exempt from deemed discharge under schedule 6 of The Town and Country Planning (Development Management Procedure) (England) Order 2015. 2. (Cleansing): The developer of the site will be required to contact the Authority’s Cleansing department, requesting a wheeled bin and for waste/recycling collections for the new properties a minimum of 3 weeks before completion. 3. (Secure by Design): The applicant must seek the advice of the Metropolitan Police Service Designing Out Crime Officers (DOCOs). The services of MPS DOCOs are available free of charge and can be contacted via docomailbox.ne@met.police.uk or 0208 217 3813. 4. (Thames Water 1): Groundwater Risk Management Permit from Thames Water will be required for discharging groundwater into a public sewer. Any discharge made without a permit is deemed illegal and may result in prosecution under the provisions of the Water Industry Act 1991. We would expect the developer to demonstrate what measures he will undertake to minimise groundwater discharges into the public sewer. (Thames Water 2): Thames Water will aim to provide customers with a minimum pressure of 10m head (approx 1 bar) and a flow rate of 9 litres/minute at the point where it leaves Thames Waters pipes. The developer should take account of this minimum pressure in the design of the proposed development.
