The proposed development involves the loss of a family sized unit, which the Council considers positively contributes to the Borough's housing need, in a less sustainable location more suited to larger units. As such, this proposal fails to comply with Policies LP5 and LP6 of the Local Plan; Policy HO1 of the NPPF (2026); and the borough's family housing needs, as identified in the 2023 Strategic Housing Market Assessment (SHMA).

The development, due to its existing/proposed living room size not meeting the minimum required space standards for a kitchen and communal sitting area, would result in substandard residential accommodation, to the detriment of the amenities of the development's occupants. Thus, the proposal is contrary the Council's Housing Design SPD, Policies LP26 and LP29 of the Local Plan, Policy D6 of the London Plan and Policy L2 of the NPPF (2026).
