- The proposed advertisement, by virtue of its excessive height, width and location, would be an incongruous form of advertisement, out of scale and character with the existing street scene on this part of High Road, Ilford, and would be visually overwhelming and intrusive, contrary to Policies LP26, LP27 and LP28 of the Local Plan.
- The proposed advertisement, by virtue of its excessive size and location, would be distracting to highway users (motorists) using this part of the High Road (A118), contrary to LP28 and London Plan policy T4.
