The advertisement signs above the existing single-storey front extension, by virtue of their excessive height and oversized design, would obscure the front bay window on the first floor which is a prominent feature of the building, causing a harmful and unacceptable impact on the existing street scene. Therefore, it is contrary to Policy LP26 of the Local Plan in terms of design and appearance.
The proposed extraction ductwork, by virtue of their number, design and appearance, constitutes a highly prominent and visually intrusive and bulky unneighbourly development, which would be incongruous and out of scale and character of development in the area, causing an unacceptable impact on visual amenity and contrary to Policy LP26 of the Local Plan.
The details submitted with this application are insufficient because they fail to provide necessary detail relating to noise, vibration and odour in the form of an Acoustic Report, Noise and Vibration Impact Assessment or Flue and Vent Assessment for the ductwork system shown on the existing plans. Without this, the Council is unable to fully assess the application and the proposal cannot be considered to satisfy the requirements of Policies LP24 and LP26 of the Local Plan.
Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
The front shopfront extension, by reason of its depth, overall design and incongruous appearance, is detrimental to the visual amenity and character of the host property and the character of the terraced row, damaging the openness of the frontages within this parade of shops and homes in Ilford Lane Local Centre. The proposal is contrary to Policies D3 of the London Plan and LP26 of the Councils Local Plan.
