The development shall be completed strictly in accordance with these approved details. Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy LP26 of the Council’s Local Plan.
  3. Before the development hereby permitted commences at the site, a scheme shall be submitted to and approved in writing by the Local Planning Authority describing the means by which construction activity at the site and construction traffic to and from the site shall be controlled. The scheme shall include measures for: 1) construction traffic routes; 2) construction traffic washing; 3) public highway cleaning; 4) dust suppression; 5) noise suppression; 6) hours of work; 7) construction waste disposal. The development hereby permitted shall only be carried out and completed in accordance with the approved scheme. Reason: In order to comply with Policy LP22 of the Council’s Local Plan and to ensure that the construction of the development at this site is undertaken in a manner which minimises its effect on the local environment. The objectives and purposes of this condition are such that it is required to be complied with before commencement. As such, those objectives and purposes would not be met if expressed other than as a pre-commencement condition.
  4. Before the first occupation of the development hereby permitted commences at the site, details of all walls and/or fences to be erected within or on the perimeters of the site shall be submitted to and approved in writing by the Local Planning Authority. The walls/fences as approved shall be erected at the site before the dwelling hereby permitted is first brought into use, and retained thereafter in accordance with the approved details. Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy LP26 of the Council’s Local Plan.
  5. The development hereby approved shall be designed to meet water consumption target of 105 litres per person per day, with an additional 5 litres per person per day for external water use. Reason: In order to comply with London Plan Policy SI 5.

Reason: In order to ensure that the development provides (or can be adapted to provide) satisfactory accommodation for people whose mobility is impaired, and to accord with Policy LP32 of the Council’s Local Plan.
  8. For the removal of doubt the section serving the access road between the application site and No. 499 Eastern Avenue shall be retained as existing. The agreed measure shall form part of a S278 Agreement with the Council (Local Highways Authority) and the works shall be undertaken to the agreed time frame. The development shall not be occupied otherwise than in accordance with the approved scheme. Reason: In order to ensure the development accords with the terms of the application and to ensure that the proposed works to the highways are undertaken in a manner which minimises its effect on the surrounding highways and results in a development that is safe and accessible for pedestrians, public transport users and motorists.
  9. The right to light is a legal property right and falls outside planning legislation. The owner or tenant of the obstructed property may sue, either for the removal of the obstruction or for damages.
  10. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/
  11. Should your proposed development include the formation of new dwellings you are encouraged to apply to the Street Naming and Numbering team who will work in collaboration with external bodies including the emergency services and Royal Mail to have the new unit(s) formally named. Please contact SNN@redbridge.gov.uk or 0208 708 2913 for more information.
  12. The applicant should be aware that Building Regulations approval will be required for most types of building work. Please see information and how to apply for Building Regulation consent at: https://www.redbridge.gov.uk/planning-and-building/building-control/ or for further assistance contact the Building Control Section. e-mail: Buildingcontrol@redbridge.gov.uk Telephone: 020 8708 2529.
  13. Refuse collections from on street properties are collected by wheeled bins, with each property being provided a 180 Litre wheeled bin. The collection point for the bin, is from the front of the property at the boundary nearest the highway. Recycling is collected in 55 Litre Recycling boxes again at the boundary of the property nearest the highway. The Authority will issue wheeled bins to properties based on the number of residents at the address and the owner will need to contact the Authority to apply for larger/additional bins if there are more than 5 residents at the address. For HMO properties the owner will be required to provide the Authority with a copy of the licence before multiple bins are provided. Recycling boxes can be delivered for a small charge (please see the Authority’s website). Containers are to be located within the boundary of the property and not stored on the public highway or in any other public area. If a refuse storage area is to be provided on the frontage of the property; this area will require permanent, clear access for residents and in a position away for any proposed car parking spaces. The developer of the site will be required to contact the Authority’s Cleansing department, requesting a wheeled bin and for waste/recycling collections for the new properties a minimum of 3 weeks before completion.
  14. The development hereby permitted shall be begun no later than 21 October 2027 (expiry date of previous permission). Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990.
