The development hereby permitted shall not be commenced until the following, in consultation with TfL Infrastructure Protection, for each progressive stage of the development have been submitted to and approved in writing by the local planning authority which: - Provide detailed design and Risk Assessment Method Statement (RAMS) for all demolition, permanent works and associated temporary works. - Provide detailed design and Risk Assessment Method Statement (RAMS) for all groundworks including removal of brick paving slabs and installation of tarmac paving. - Provide detailed design and Risk Assessment Method Statement (RAMS) on the use of tall plant/scaffolding/crane/lifting equipment. - Demonstrate to TfL’s satisfaction that the methods and timing of the works are not contrary to the contents of LU’s document “Special Conditions for Outside Parties working on or near the Railway”. Reason: To ensure that the development does not impact on existing London Underground/DLR transport infrastructure, in accordance with the London Plan 2021 Policy T3 and Sustainable Transport Walking and Cycling London Plan Guidance 2022. The objectives and purposes of this condition are such that it is required to be complied with before commencement. As such, those objectives and purposes would not be met if expressed other than as a pre-commencement condition.
Before the development hereby permitted commences at the site, details/samples of the materials to be used in the construction of the external surface(s) of the building(s) hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with these approved details. Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy LP26 of the Council’s Local Plan. The objectives and purposes of this condition are such that it is required to be complied with before commencement. As such, those objectives and purposes would not be met if expressed other than as a pre-commencement condition.
The development hereby permitted shall be begun no later than the expiration of three years from the date of this permission. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990.

Reason: In order to facilitate the use of section 73 of the Town and Country Planning Act 1990 to make minor material amendments to this planning permission.
Before the development hereby permitted commences at the site, an Arboricultural Method Statement in accordance with the requirements of BS 5837 (2012) 'Trees in Relation to Design, Demolition and Construction' shall be submitted to and approved in writing by the Local Planning Authority. The protection measures as approved shall be undertaken at the site before any work in connection with the development hereby permitted commences at the site, and shall be retained for the entire period of the duration of any work at the site, in connection with the development hereby permitted, within the fence or other means of enclosure surrounding the trees, no activities associated with building operations shall take place unless previously agreed in writing by the Local Planning Authority. Reason: In order to maintain the existing vegetation at the site, which makes an important contribution to the character of the area, and to accord with Policies LP26 and LP38 of the Council’s Local Plan and Council’s and Trees and Landscaping Supplementary Planning Document Adopted June 2006. The objectives and purposes of this condition are such that it is required to be complied with before commencement. As such, those objectives and purposes would not be met if expressed other than as a pre-commencement condition.
