in accordance with plans Construction Management Plan
The details submitted with the application are insufficient as the proposal does not fully address the requirements of Condition 4, as it fails to: 1. Satisfactorily demonstrate the arrangements for the removal of spoil arising from the basement excavation, including the method of loading, collection and storage of spoil, the positioning of vehicles during these operations, and how safe and uninterrupted pedestrian and vehicular movement would be maintained on Dovedale Avenue. 2. Demonstrate that construction and servicing vehicles can safely access and operate within the site and surrounding highway network, particularly having regard to the constrained width of Dovedale Avenue and the presence of on-street parking. 3. Provide the vehicle swept path analysis referenced within the submission (Appendix B), preventing a full assessment of the impact of construction traffic on the adjacent highway. The submitted details therefore cannot be considered to satisfy the requirements of Condition 4 and are contrary to Policies TR3, TR4 and TR6 of the National Planning Policy Framework 2026.
