Development shall not be begun until: 1. A biodiversity gain plan has been submitted to the planning authority; and 2. The planning authority has approved the plan. The biodiversity gain plan shall include: 1. Information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the onsite habitat and any other habitat; 2. The pre-development biodiversity value of the onsite habitat; 3. The post-development biodiversity value of the onsite habitat; 4. Any registered offsite biodiversity gain allocated to the development and the biodiversity and the biodiversity value of that gain in relation to the development; 5. Any biodiversity credits purchased for the development; and 6. Any such other matters as the Secretary of State may by regulations specify. Reason: To ensure compliance with Policy G6 of the London Plan and as required by Schedule 7A to the Town and Country Planning Act 1990.
Prior to commencement of above ground works and excluding demolition, details of the materials to be used in the construction of the external surfaces of the buildings hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with these approved details. Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy LP26 of the Council’s Local Plan.
Prior to commencement of above ground works and excluding demolition, details of all walls and/or fences to be erected within or on the perimeters of the site shall be submitted to and approved in writing by the Local Planning Authority. The walls/fences as approved shall be erected at the site before the building(s)/use hereby permitted is first brought into use/commenced, and retained thereafter in accordance with the approved details. Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy LP26 of the Council’s Local Plan.
The development hereby permitted shall be begun no later than the expiration of three years from the date of this permission. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990.
The development hereby permitted shall be carried out in accordance with the following approved plans and documents: E1, E2, E3, E4, 0, 1, 2, 3D1, 3D2, 4, 5, 6, 7a, 7b, 7c, 10, 11, 12, Basement Impact Assessment, Design and Access Statement, Planning Fire Safety Strategy, Sunlight & Daylight Assessment (26th April 2026) Reason: In order to facilitate the use of section 73 of the Town and Country Planning Act 1990 to make minor material amendments to this planning permission.
Before the development hereby permitted commences at the site, a scheme shall be submitted to and approved in writing by the Local Planning Authority describing the means by which construction activity at the site and construction traffic to and from the site shall be controlled. The scheme shall include measures for: 1) construction traffic routes; 2) construction traffic washing; 3) public highway cleaning; 4) dust suppression; 5) noise suppression; 6) hours of work; 7) construction waste disposal. The development hereby permitted shall only be carried out and completed in accordance with the approved scheme. Reason: In order to comply with Policy LP22 of the Council’s Local Plan and to ensure that the construction of the development at this site is undertaken in a manner which minimises its effect on the local environment.
Prior to the commencement of the development hereby approved, including the demolition of the existing dwelling and the demolition/removal of any part/section of the existing rear garage/storage building and other outbuildings at the site, an intrusive, refurbishment and demolition Asbestos Survey, in accordance with appropriate standards (HSG264) and carried out by a suitably qualified person, shall be produced, supported by an appropriate mitigation scheme to control risks to existing residents, future occupiers of the development, soil quality and controlled waters. The scheme shall be written by a suitably qualified person and shall be submitted to the Local Planning Authority (LPA) for approval and agreement in writing. The scheme as submitted shall identify all asbestos-containing materials and detail removal or mitigation appropriate for the proposed uses. Reason: To site (outbuildings/storage buildings has been identified to contain asbestos sheeting made up of Chrysotile. The Survey is required to ensure the risks of contamination from asbestos-containing materials to current and future users of the land and neighbouring land are minimised, together with those to controlled waters, soil quality, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with Policy LP24 of the Local Plan.
Prior to first occupation of any of the dwellings hereby permitted, the redundant kerbline to the front of Houses 1 and 2 shall be reinstated to match the level and materials of the adjoining sections of footway in accordance with drawing number D04REV2 listed under condition 2 above and be retained for the life of the development. Reason: To maintain the quality of the public realm and ensure the safe and efficient operation of the highway to comply with Local Plan policy LP22 and policies T2 of the London Plan.
Prior to first occupation of any of the dwellings hereby approved, further details of the proposed refuse storage and recycling facilities to be provided at the site shall be submitted to and approved in writing by the Local Planning Authority. The facilities as approved shall then be retained at the site thereafter in accordance with the approved drawings at all times. Reason: In order to ensure the development complies with the terms of the application and with Policy LP23 of the Council’s Local Plan.
Prior to first occupation of the any part of the residential development hereby permitted commences at the site, a scheme shall be submitted to and approved in writing by the Local Planning Authority describing the means by which future occupiers (with the exception of a holder of a disabled persons badge) of this development shall be excluded from any Local Car Parking Permit Scheme which may be in force in the area at any time. The scheme shall ensure that such future occupiers are notified in writing that they are excluded from obtaining a residents parking permit and have waived their rights and entitlement to a residents parking permit in any controlled parking zone in the vicinity of the development. The development shall only be carried out, completed and occupied in accordance with that approved scheme. Reason: To accord with policies T2, T6, and T6.1 of the London Plan and policy LP23 of the Local Plan.
All non-CHP gas fired boilers installed in this development must achieve dry NOx emission levels no greater than 40 mg/kWh. Reason: To protect air quality and health in accordance with the aims of the Redbridge Local Plan and Air Quality Action Plan.
The development must be implemented in accordance with the provisions of the Planning Fire Safety Strategy (July 2025) Reason: To ensure that the development incorporates the necessary fire safety measures in accordance with the Mayor's London Plan Policy D12.
The development hereby approved shall be designed to meet water consumption target of 105 litres per person per day, with an additional 5 litres per person per day for external water use. Reason: In order to comply with London Plan Policy SI 5.
No outbuildings, including those permitted by Schedule 2, Part 1, Class E of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Statutory Instrument revoking, re-enacting or amending that Order), shall be carried out on the property the subject of this permission without the grant of further specific permission from the Local Planning Authority. Reason: In order that any further additions may be considered by the Local Planning Authority, having regard to the size of the dwelling, its plot and the amenities enjoyed by occupants of neighbouring property and to comply with Policies LP26 & LP30 of the Council's Local Plan.
