The proposal would provide a poor quality of accommodation for future residents in relation to usable floorspace due insufficient floor to ceiling height, as well as the lack of access to private amenity space, which would be detrimental to the amenities enjoyed by prospective occupants of this development. Thus, the proposal would be contrary to Policy LP26 and LP29 of the Local Plan and Policy D6 of the London Plan, and the Council's Housing Design Guide SPD (2019).
The rear roof dormer because of its excessive size, design, scale and appearance with nominal set down from the ridge or set in from the side boundary and set away from the eaves, would be a bulky and intrusive addition which is harmful to the prevailing character of development and significantly damage the character and visual amenity of the host property. Thus the proposals are contrary to Policy D3 of the London Plan, Policies LP26 and LP30 of the Local Plan and Housing Design SPD.
In the absence of a completed and accurate Unilateral Undertaking outlining appropriate mitigation, the proposal would have an unacceptable impact on the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.
