in accordance with plans PL01, PL02, PL03, PL04, PL05, PL06, Transport and Drop-Off Strategy; Nursery Management Plan; Planning Statement; and Supporting Statement.
The proposed development involves the loss of a family sized unit in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this home. As such, this proposal fails to comply with Policies LP5 of the Local Plan, the Housing Needs identified in the 2024 Strategic Housing Market Assessment (SHMA), and policy HO7 of the NPPF 2026.
Notwithstanding the submitted Transport and Drop-Off Strategy, insufficient information has been provided to demonstrate that the proposed day nursery use would not have an unacceptable impact on highway safety or the efficient operation of the surrounding highway network. In particular, the submitted information fails to provide details on forecast travel modes, trip generation, traffic management measures, and does not demonstrate the provision of safe pedestrian access or adequate cycle, and buggy parking facilities. The proposal is therefore contrary to Policies S3, T4, T5 and T6 of the London Plan, Policies LP17, LP22 and LP23 of the Redbridge Local Plan, and Policies TR3, TR4 and TR6 of the NPPF 2026.
The proposed day nursery, by reason of the intensity of the use and the number of children accommodated, would result in a significant increase in noise and disturbance arising from children's activities, arrivals and departures, and the day to day operation of the nursery, to the detriment of the amenities of neighbouring residential occupiers. Insufficient information has been submitted to demonstrate that these impacts could be adequately mitigated. The proposal is therefore contrary to Policy P3 of the NPPF 2026, S3 of the London Plan and LP17 of the Local Plan.
