The proposed development involves the loss of a family sized unit in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this family home. As such, this proposal fails to comply with Policies LP5 and LP26 of the Local Plan and the Housing Needs identified in the 2024 Strategic Housing Market Assessment (SHMA).
  3. The proposed development, by reason of the absence of a window in Bedroom 2 which will result in a poor level of outlook and access to natural light to that room, and so would result in a substandard quality of residential accommodation, detrimental to the amenity of future occupants of the development, contrary to Policies LP6 (a), LP26 and LP29 of the Council's Local Plan and the Housing Design SPD and Policy D6 of the London Plan.
