The two bedrooms as proposed, by virtue of their poor levels of outlook and access daylight/sunlight as well as the significant sense of enclosure, would result in substandard residential accommodation, to the detriment of the amenities of prospective occupants of the development. Thus, the proposal is contrary the Council's Housing Design Supplementary Planning Document, Policies LP26 and LP29 of the Local Plan, and Policy D6 of the London Plan.
The details submitted with this application are insufficient because they fail to provide any supporting evidence (in the form of an Arboricultural Impact Assessment, Arboricultural Method Statement, Tree Survey Plan, and Tree Protection Plan) to demonstrate that the proposed single-storey rear extension would not have a severe and adverse impact on mature tree located in close proximity to the rear garden of the application site. Without this, the Council is unable to fully and robusely assess the application in terms of impact of trees, and the proposals cannot be considered to satisfy the requirements Policy LP38 of the Local Plan, Policy G7 of the London Plan, and Paragraph 187 of the NPPF (2024).
