in accordance with plans 2026-PL-0-100 (A); 2026-PL-0-100.1 (A); 2026-PL-0-200; 2026-EX-0-900 (B); Waste Management Strategy; Planning Statement; Fire Strategy Statement; and Design and Access Statement.
The proposed development by reason of the poor layout, including the sole means of access of flat 1 being via a narrow passage way, with no defensible space, would not create a place that is safe, inclusive and accessible, and would provide an unsatisfactory means of access for future residents and visitors to the site, detrimental to pedestrian safety. In addition, the details submitted fail to show the adequate provision of refuse and recycling for the site. This is contrary to paragraph TR4, and TR6 of the National Planning Policy Framework (2026), Policy T2, T6.1 and D3 of the London Plan, and Policy LP23 the Council's Local Plan.
The proposal, by reason of its size, overall height and design (in particular mansard roof form and dormers), would be an incongruous and inappropriate development of excessive bulk and massing that would fail to integrate with the prevailing pattern of development along Station Passage as well as fail to be subordinate in size and scale to buildings fronting the main street, George Lane. Thus, it is contrary to Policy D3 of the London Plan, and polices DP3 and L2 of the NPPF 2026.
The proposal, by reason of its poor layout and proximity to site boundaries, would result in substandard living accommodation detrimental to the amenities of future occupiers. In particular, it would provide poor outlook to the rear bedroom of Flat 1 at ground floor and the kitchen and bedroom serving Flat 2, as well as an inadequate level of privacy for Flat 1. Furthermore, in the absence of a daylight and sunlight assessment, it has not been demonstrated that the habitable rooms within Flats 1 and 2 would receive adequate levels of natural daylight and sunlight. The development would also represent a visually intrusive and unneighbourly form of development, resulting in a significant loss of outlook and an increased sense of enclosure to the rear first-floor bedroom window at No. 71 George Lane. The proposal is therefore contrary to Policy LP29 of the Local Plan, Policy D6 of the London Plan and Policy P3 of the NPPF (2026).
The proposal, by reason of the insufficient provision for private amenity space for both self-contained flats and the poor provision of communal amentiy space would result in sub-standard residential accommodation, detrimental to the amenities enjoyed by prospective occupants of this development resulting in an unacceptable quality of accommodation for future occupiers. Thus, it is contrary to Policy LP29 of the Local Plan, Policy D6 of the London Plan and Policy P3 of the NPPF 2026.
In the absence of appropriate mitigation, the proposal would have an unacceptable impact on the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.

Given the constraints of the site, insufficient information has been submitted, to demonstrate the existing refuse and recycling arrangements for the ground floor commercial unit and the residential flats at No. 71 George Lane, or how these arrangements would integrate with the proposed development. As a result, the Local Planning Authority is unable to fully assess the application. Notwithstanding the above, the proposal fails to provide adequate refuse facilities for the proposed development, contrary to Policies LP26, criterion m of the Local Plan and P3 of the NPPF.
