Planning conditions
  1. in accordance with plans, PD 01, PD 02, PD 03, PD 04, PD 05, PD 06, Design and Access Statement, Fire Exemption Statement, HMO Management Plan
  2. The proposed development involves the loss of a family sized C3 dwelling in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this family home. As such, this proposal fails to comply with Policies LP5 of the Local Plan and the Housing Needs identified in the 2024 Strategic Housing Market Assessment (SHMA).
  3. The large HMO, by reason of its substandard gross internal floor area, the insufficent floor area/width of bedroom 5, and the inadequate provision and size of shared communal living space would in substandard residential accommodation to the detriment of the amenities of existing and future occupants. Contrary to Policy D6 of the London Plan, LP29 of the Council's Local Plan, nationally described space standsrds (2015), and well as having regard to the Housing Design SPD (2019).
  4. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
  5. In the absence of appropriate mitigation, the proposal would have an unacceptable impact on the Epping Forest Special Area of Conservation (SAC), and as such it is contrary to Policy LP39 of the Council's Local Plan and Policy N4 of the NPPF (2026).
