in accordance with plans BL/DRG/3680.5/ 01, BL/DRG/3680.5/ 02, BL/DRG/3680.5/ 03, BL/DRG/3680.5/ 04, BL/DRG/3680.5/ 05, BL/DRG/3680.5/ 06, Design and Access Statement, Waste Management Plan, HMO Management Plan, and Supporting document.
The proposed development would result in the loss of a family-sized dwelling that makes a positive contribution towards meeting the Borough's identified housing needs, without providing any mitigation for the loss of this accommodation in a location considered unsuitable for such a form of development, as the site is not located within a Metropolitan, District or Local Centre as identified in the Local Plan. The change of use of the dwelling would therefore fail to preserve the established character of the area and would undermine the Council's objective of retaining family housing stock. Accordingly, the proposal is contrary to Policies LP5, LP6 and LP26 of the Redbridge Local Plan, and the housing needs identified in the Strategic Housing Market Assessment (SHMA) 2024.
The proposal would result in an intensification of the use of the property detrimentally impacting on the amenity of surrounding residents from increased noise, disturbance and general activity associated with the use as a large HMO. As a result, the proposal is contrary to Policies LP5, LP6, and LP26 of the Council's Local Plan, and D14 of the London Plan.
In the absence of sufficient supporting evidence to demonstrate to the contrary, specifically an accurate Off-street Parking Survey, the proposed large HMO, due to its occupancy, would be likely to have a material impact on local parking stress. Thus, the proposal would be contrary to Policies LP6 and LP23 of the Local Plan, Policy T2 of the London Plan, and paragraph 116 of the National Planning Policy Framework (December 2024).
In the absence of appropriate mitigation, the proposal would have an unacceptable impact the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.
The gross internal floor area of the property to be converted is less than 180 square metres, Council considers to be inappropriate for sub-division into a large house of multiple occupation (HMO) which fails to comply with criterion 2(a) of Policy LP6 of the Local Plan.
The proposed HMO by reason of its inadequate provision and size of shared communal facilities would fall below the minimum standard required for a 9-person HMO moreover, the proposed development by reason of the insufficient outlook and daylight/sunlight to Bedroom 1. As a result, the development would provide substandard living accommodation for future occupiers, contrary to the Council's Housing Design Supplementary Planning Document, Policies LP26 and LP29 of the Redbridge Local Plan, and Policy D6 of the London Plan.
Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
The proposal by reason of the insufficient Gross Internal Area (GIA) to be provided for the self-contained unit (Bedroom 5), would result in sub-standard quality of residential accommodation, which would be detrimental to the amenities enjoyed by prospective occupants of this development as well as being out of character with the prevailing pattern of the development in the surrounding area. Thus, it is contrary to Policy LP6 part 1 criteria (e); Policy LP29 of the Local Plan; Policy D6 of the London Plan; Nationally Described Space Standard and Paragraph 130 and 135 of the NPPF.
