  1. REASON: The proposed works by virtue of their detrimental impact on the historic plan form, loss of historic fabric, harm to the retained fabric and unsympathetic design would adversely affect the character and special architectural and historic interest of the listed building and the conservation area. The works cause harm to the significance of the heritage assets without public benefits to outweigh this harm. The development is contrary to policies DP3, HE5, HE6 and HE9 of the NPPF, Policy HC1 of the London Plan (2021), policies PLAN1, DH1 and DH2 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Urban Design Guide (2017) and the Canonbury Conservation Area Design Guidelines (2002).
