REASON: The proposed change of use to an Adult Gaming Centre would result in the unjustified loss of a main town centre Class E Use within the Primary Shopping Area of Nag's Head Town Centre. The applicant has failed to demonstrate through adequate marketing evidence or other supporting information, that there is no reasonable prospect of the premises being occupied by an alternative Class E use. Furthermore, the introduction of an Adult Gaming centre would fail to support the retail function, vitality, viability and diversity of the town centre, contributing to an undue concentration of gambling-related uses and undermining the strategic role and character of the Primary Shopping Area. The proposal would also involve the loss of an active frontage. The proposal is therefore contrary to Policy TC2 of the National Planning Policy Framework, policies SP5, R2, R3 and R8 of the Islington’s Strategic and Development Management Policies (2023) and Islington's Location and Concentration of Uses SPD (2016).
REASON: The proposed change of use to an Adult Gaming Centre would result in the further concentration of gambling premises within Nag's Head Town Centre, an area already experiencing significant and worsening levels of crime, anti-social behaviour, vulnerability and deprivation. The proposed 24-hour operation would introduce an additional attractor of activity outside normal trading hours and is likely to exacerbate existing community safety concerns, place further pressure on public services, undermine ongoing regeneration and neighbourhood improvement initiatives, and fail to contribute positively to the diversification, vitality and resilience of the town centre. The proposal is therefore contrary to Policies H1, R1, R8 and SP5 of the Islington's Strategc and Development Management Policies (2023) and Islington's Location and Concentration of Uses SPD (2016), which collectively seek to promote healthy, inclusive and safe communities and support a balanced mix of town centre uses.
REASON: The proposed Adult Gaming Centre, by reason of its nature, location and proximity to existing gambling premises, would contribute to the clustering and normalisation of gambling activities in an area where residents are particularly vulnerable to gambling-related harms. The submitted Health Impact Assessment fails to adequately assess or mitigate the potential adverse impacts on the health and wellbeing of local residents and vulnerable groups. In the absence of sufficient evidence to demonstrate otherwise, the proposal is considered likely to have an unacceptable adverse impact on public health and wellbeing. The proposal is therefore contrary to Policy SC3 of Islington’s Strategic and Development Management Policies (2023) and Islington's Location and Concentration of Uses SPD (2016).
