  2. INFORMATIVE: You are advised that this decision notice does not grant permission to erect hoarding and scaffolding around the lamp column on Halton Cross Street (page 4 of the Construction & Environmental Management Plan). The Council’s Highways Team have advised that an alternative approach will need to be decided upon as part of a separate highways licensing application. It will need to be assessed if the lamp column can be relocated elsewhere on Halton Cross Street to provide the necessary lighting during the construction period. If it cannot be relocated, then the lantern would need to be removed, and temporary lighting (which meets council’s specifications) be provided by the developer during the construction period. The Council would also need to be indemnified against any third party claims during the period of temporary lighting until the lamp column is fully operational again.
