  1. REASON: The proposed communications hub and its associated advertisement display by reason of its height, width, illuminance, siting and prominent overall location in Navigator Square would increase visual clutter and would have a harmful impact on the character and appearance of the surrounding area, the streetscene and the setting of the adjacent St John’s Grove Conservation Area. The proposal would therefore be contrary to Policy DP3 of the National Planning Policy Framework, policies D3, D4 and T2 of the London Plan (2021), and policies PLAN1, DH1, DH2, DH6 and ST3 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington's Urban Design Guide (2017).
  2. REASON: The proposed communications hub and associated advertisement display by reason of its siting, scale, height and proximity to a cycleway and pedestrian crossing would obstruct pedestrian permeability and desire lines and obscure the visibility of the crossing point for both pedestrians and cyclists. The hub would therefore be a hazard and detrimental to public safety and be contrary to Policy TR4 of the National Planning Policy Framework, policies T2 and T4 of the London Plan (2021) and policies DH6, T1, T2, T4 and ST3 of Islington’s Strategic and Development Management Policies (2023).
