  1. STANDARD ADVERTISEMENT CONDITION (COMPLIANCE): Any advertisement displayed and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Local Planning Authority.Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Local Planning Authority. No advertisement is to be displayed without permission of the owner of the site or any other people with an interest in the site entitled to grant permission. No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway (including any coastal waters) or aerodrome (civil or military).
  2. ADVERTISEMENT ILLUMINATION INTENSITY (COMPLIANCE): The illumination of the advertisement displays shall not exceed a maximum steady brightness of 600 candelas per square metre. REASON: In the interests of visual amenity and highway safety.
  3. ANIMATION (COMPLIANCE): The advertisement hereby approved shall not display any animated or video content unless it is below the VAMM maximum threshold. REASON: In the interests of visual amenity and highway safety.
  4. DISPLAY TIME (COMPLIANCE): The minimum display time for each piece of content on the digital display screens shall be 10 seconds. The interval between each piece of content on the digital display screens shall take place over a period no greater than one second. The complete screen shall change with no visual effects between displays, and the display shall include a mechanism to freeze the image in the event of a malfunction. REASON: In the interests of visual amenity and highway safety.
  5. HIGHWAYS: All vehicles associated with the installation and maintenance of the adverts must only park/ stop at permitted locations and within the time periods permitted by existing on-street restrictions. The footway and carriage of Holloway Road should not be blocked during the installation works and any temporary obstructions should be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians, obstruct the flow of traffic on Islington High Street or obstruct waiting bus passengers or bus services.
  6.   7. SPECIAL EFFECTS (COMPLIANCE): There shall be no special effects (including noise, smell, smoke, animation, exposed cold cathode tubing, flashing, scrolling, three dimensional, intermittent or video elements) of any kind during the time that any message is displayed. REASON: In the interests of visual amenity and highway safety.
