Decision NoticePlanning conditions
- REASON: The proposed change of use of part of the first floor from a public house to visitor accommodation would result in the unjustified loss of existing operational public house floorspace. The applicant has failed to demonstrate the exceptional circumstances required to justify this loss, including that the floorspace has been adequately marketed and that the change of use would not have a detrimental impact on the long term viability and operation of the pub. In addition, the applicant has failed to demonstrate that the visitor accommodation would comply with the agent-of-change principle. The site is also not allocated for visitor accommodation. The proposal is therefore contrary to policies HC7 and D13 of the London Plan (2021) and policies R1, R11, R12 and DH5 of Islington’s Strategic and Development Management Policies (2023).
- REASON: The proposed visitor accommodation fails to provide 10% of rooms as wheelchair accessible and does not demonstrate evidence of step free lift access within the site. The application is therefore contrary to Policy D5 of the London Plan (2021) and policies PLAN1, R11 and R12 of Islington’s Strategic and Development Management Policies (2023) and Islington's Inclusive Design SPD (2014).
