3 YEAR CONSENT PERIOD: The development hereby permitted shall be begun not later than the expiration of three years from the date of this permission. REASON: To comply with the provisions of Section 91(1)(a) of the Town and Country Planning Act 1990 as amended by the Planning and Compulsory Purchase Act 2004 (Chapter 5).
DRAWING AND DOCUMENT NUMBERS: The development hereby approved shall be carried out in accordance with the following approved plans: Location Plan, Fire statement, Structural Method Statement 110A Highbury Hill produced by Harman Structural Engineers dated June 2026; 2023-150_RevP03, 2023-151_RevP03, 2023-250_RevP03, 2023-251_RevP03, 2023-252_RevP03, 2023-253_RevP03; 2023-350_RevP03, Sustainable Design and Construction Statement_ June 2026. REASON: To comply with Section 70(1)(a) of the Town and Country Act 1990 as amended and the Reason for Grant and also for the avoidance of doubt and in the interest of proper planning.
MATERIALS (COMPLIANCE): The development shall be constructed in accordance with the schedule of materials noted on the approved plans. The development shall be carried out strictly in accordance with the details so approved and shall be maintained as such thereafter. REASON: In the interest of securing sustainable development and to ensure that the resulting appearance and construction of the development is of a high standard.
BASEMENT DEVELOPMENT MONITORING (COMPLIANCE): The Chartered Structural Engineer (CENG MIStructE) certifying the report titled 'Basement Impact Assessment (Structural Method Statement)' dated June 2026 and produced by Paul Hardman CEng MIStructE MICE submitted to support the hereby approved development shall be retained (or a replacement person holding equivalent qualifications shall be appointed and retained) for the duration of the development to monitor the safety of the construction stages and to ensure that the long term structural stability of the existing buildings and other nearby buildings are safeguarded, in line with the supporting Structural Method Statement. At no time shall any construction work take place unless an qualified engineer is appointed and retained in accordance with this condition. REASON: To ensure that the construction work carried out is in accordance to the submitted Structural Method Statement for the duration of the construction and maintain compliance with the Islington Basement Development SPD (2016).
Noise from demolition and construction works is subject to control under the Control of Pollution Act 1974. You must carry out any building works that can be heard at the boundary of the site only between 08.00 and 18.00 hours Monday to Friday and 08.00 to 13.00 on Saturday and not at all on Sundays and Public Holidays. You are advised to consult the Pollution Team, Islington Council, 222 Upper Street London N1 1XR (Tel. No. 020 7527 3258 or by email pollution@islington.gov.uk) or seek prior approval under Section 61 of the Act if you anticipate any difficulty in carrying out construction other than within the hours stated above.
CONSTRUCTION MANAGEMENT PLAN (DETAILS): No development (including demolition/excavation works) in respect of the development hereby approved shall take place on site unless and until a Construction Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Statement shall provide details of: (a) the parking of vehicles of site operatives and visitors; (b) access arrangements and loading and unloading of plant and materials; (c) storage of plant and materials used in constructing the development; (d) the erection and maintenance of security hoarding; (e) wheel washing facilities; (f) measures to control the emission of dust and dirt during construction; (g) hours of work; (h) site manager/liason details; (i) programme of works; and (j) a scheme for recycling/disposing of waste resulting from demolition and construction works. The development shall be carried out strictly in accordance with the statement as approved throughout the construction period. No change therefrom shall take place unless otherwise agreed in writing by the Local Planning Authority. REASON: To ensure no harm to neighbouring occupiers and comply with the Basement Development SPD (2016).
