  1. ILLUMINATION INTENSITY (COMPLIANCE): The illumination of the advertisement displays shall not exceed a maximum steady brightness of 300 candelas per quare metre. The levels of luminance on the digital signs should be controlled by light sensors to measure the ambient brightness and dimmers to control the lighting output to within these limits. The advertisement displays shall be carried out strictly in accordance with these details and shall be maintained as such thereafter. REASON: In the interests of visual amenity and highway safety.
  2. DISPLAY TIME (COMPLIANCE): The minimum display time for each piece of content shall be 10 seconds and the advertisement shall not include any features which would result in interactive messages/advertisements being displayed. REASON: In the interests of visual amenity and highway safety.
  3. DISPLAY TIME (COMPLIANCE): The interval between each piece of content on the digital display screens shall take place over a period no greater than one second. The complete screen shall change with no visual effects between displays, and the display shall include a mechanism to freeze the image in the event of a malfunction. REASON: In the interests of visual amenity and highway safety.
  4. STATIC IMAGE ONLY (COMPLIANCE): The digital display screens shall be limited to static images only. No movement, animation, flashing, scrolling, three-dimensional, intermittent or video effects shall be displayed. No audio is permitted. REASON: In the interests of visual amenity and highway safety.
  5. HOURS OF OPERATION (COMPLIANCE): The screens shall be turned off and blank between the hours of 00:00 and 07:00 each day. REASON: In the interests of visual amenity and highway safety.

  7. STANDARD ADVERTISEMENT CONDITION (COMPLIANCE): Any advertisement displayed and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Local Planning Authority.Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Local Planning Authority. No advertisement is to be displayed without permission of the owner of the site or any other people with an interest in the site entitled to grant permission. No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway (including any coastal waters) or aerodrome (civil or military).
  8. HIGHWAYS INFORMATIVE: The footway and carriageway of Old Street and City Road must be blocked during the installation and maintenance of the advertising panels. Temporary obstructions during the installation must be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians, or obstruct the flow of traffic.
