REASON: The proposal constitutes development under the Town and Country Planning Act 1990 as a change of use is proposed from a HMO under a Class C4 ‘Residential’ Use Class to a HMO under a Sui Generis Use Class would occur. The addition of a seventh bedroom is above the established upper threshold of C4 residential HMO accommodation and therefore the proposals constitute a material change of use and therefore full planning permission, in accordance with adopted local development plan policies, is required for the development proposed.
