- REASON: The proposed façade works and advertisements by virtue of the unsympathetic design, siting, illumination and overall number of advertisements would create visual clutter which would adversely affect the character and special architectural and historic interest of the listed building and the conservation area. The works would therefore cause less than substantial harm to the significance of the heritage assets contrary to paragraph 214/215 of the National Planning Policy Framework 2024, Policy HC1 of the London Plan (2021) and policies PLAN1, DH1, DH2, DH6 and DH7 of Islington’s Strategic and Development Management Policies (2023) as well as the guidance of Islington’s Urban Design Guide (2017) and the Clerkenwell Green Conservation Area Design Guidelines (2002).
