- REASON: The proposed large-scale HMO (Sui Generis) would result in the loss of conventional housing (Use Class C3) of which there is an identified need and would have a harmful effect on the supply of family dwellinghouses, contrary to Policy H2 of Islington’s Strategic and Development Management Policies (SDMP) (2023).
- REASON: The applicant has failed to demonstrate, in the absence of a detailed HMO management plan to demonstrate otherwise, that the more intensive use of the property as a large-scale HMO would safeguard neighbouring amenity, contrary to Policies PLAN1 and H10 of Islington’s Strategic and Development Management Policies (2023).
- REASON: In the absence of a legal agreement to secure the necessary appropriate financial contribution towards the provision of affordable housing the proposal would be in conflict with Policy H16 of the London Plan, Policy H10 of Islington's Strategic and Development Management Policies (2023) and Islington’s Planning Obligations SPD (2025).
