REASON: The proposed development would result in the loss of commercial floorspace (Use Class E) in a Town Centre Primary Shopping Area location and the application, by virtue of the absence of evidence, fail to sufficiently demonstrate the loss would have no adverse impact on the vitality and viability of town centre uses, therefore fails to comply with Policies SP5, R1 and R3 of Islington's Strategic and Development Management Policies (2023).
REASON: The proposed large-scale HMO, by virtue of the absence of evidence to demonstrate an identified demand for a large HMO in this location, detailed management plan, noise mitigation and prevention measure, and failure to provide comfortable and functional communal facilities in accordance with the Standards for Houses in Multiple Occupation (HMO), Housing Act 2004, fails to comply with Policy H9 of the London Plan 2021, Policies H1, H4, H10 and DH5 of Islington's Strategic and Development Management Policies (2023).
REASON: The proposed development, by virtue of its siting, design, form, massing, bulk, height and elevation treatment, would harm the character and appearance of the host terrace and wider area, therefore fails to comply with NPPF (2024), Policies D1 and D4 of the London Plan (2021), Policy PLAN1 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Urban Design Guide (2017).
REASON: In the absence of a legal agreement to secure the necessary appropriate financial contribution towards the provision of affordable housing the proposal would be in conflict with Policy H10 of Islington's Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Planning Obligations Supplementary Planning Document (2025).
