Planning conditions
  1. The proposed conversion would result in unjustified loss of retail floorspace within Hornsey Road (Tollington) Local Shopping Area (LSA). In the absence of sufficient evidence, the application fails to demonstrate that the retail function, vibrancy and charcater of the LSA would not be adversely impacted in accordance with Policies R1, R3 and R4 of the Islington's Strategic and Development Management Policies (2023).
  2. REASON: The proposed change of use, by reason of the inappropriate ground floor frontage design, would harm the street scene of Hornsey Road. The application therefore conflicts with Policy DH7 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Urban Design Guide (2017).
  3. REASON: The proposed rear extensions and roof terraces, by reason of their scale, massing, combined bulk and design would represent an overly dominating, cluttered and excessive form of development, and would detract from the established appearance and character of the host building and terrace row. The application therefore conflicts with the NPPF (2024), Policies D1 and D4 of the London Plan (2021), Policy PLAN1 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Urban Design Guide (2017).
  4. REASON: The applicant has failed to agree a written confirmation of an agreement to pay the full or a justified lesser amount financial contribution sought by the Islington Planning Obligations Supplementary Planning Document (2025). Therefore, the proposal is contrary of Policies H10, S4 and T5 of the Islington SDMP (2023) and the guidance contained within Islington’s Planning Obligations Supplementary Planning Document (2025).
  5. PLANSNO: Location Plan (A100), A101, A102, A103, A104, A105, A106, A207, A208, A209, A210, A311, Design and Access Statement, Daylight and Sunlight Assessment, Sustainable Design and Construction Statement, Planning Fire Statement
  6. REASON: The proposed rear extensions and roof terraces, by reason of their scale, massing and design would harm the residential amenities of occupiers at nos.364 and 368 Hornsey Road in terms of daylight, over-dominance, sense of enclosure and outlook. The application therefore conflicts with Policy PLAN1 of Islington’s Strategic and Development Management Policies (2023) and the guidance contained within Islington’s Urban Design Guide (2017).
