Planning conditions
  1. REASON: The applicant has failed to demonstrate that there is no longer a need for the supported housing for homeless single persons, no replacement facility for this group would be provided, nor has it been demonstrated the site is not fit for purpose for its existing use. This is contrary to Policy H8 of the London Plan (2021) and Policy H9 Part B of Islington’s Strategic and Development Management Policies (2023). In addition, the applicant has failed to demonstrate that the proposed children’s care home would meet the needs of the target group, provide sufficient inclusive design measures and that the operation of the facility would not cause harm to the amenity of neighbouring occupiers. The proposed change of use is therefore contrary to Policy H8 of the London Plan (2021) and Policies PLAN1 and H9 of Islington’s Strategic and Development Management Policies (2023).
