  1. REASON: The proposed roller shutter and its associated housing, due to its inappropriate siting, design and utilitarian appearance would result in visual harm to the character and appearance of the site and the Angel Conservation Area. The development would also foster a perception of an unsafe and hostile environment. This is contrary to policies D4 and HC1 of the London Plan (2021), policies PLAN1, DH1, DH2 and DH7 of Islington’s Strategic and Development Management Policies (2023) and the guidance of the Angel Conservation Area Design Guidelines (2002) and Islington’s Urban Design Guide (2017).
