  1. REASON: The proposed development by reason of the scale, massing, and unsympathetic design of the proposed extension, and the loss of planform and historic fabric, would adversely affect the character and special architectural and historic interest of the listed building. The works would cause harm to the significance of the designated heritage asset which is not outweighed by public benefits. The proposal is contrary to policies DP3, HE5, HE6 and HE9 of the National Planning Policy Framework, policies D4 and HC1 of the London Plan (2021), policies PLAN1, DH1 and DH2 of the Islington Strategic and Development Management Policies (2023) as well as the guidance contained within Islington’s Urban Design Guide (2017) and the Barnsbury Conservation Area Design Guide (2002).
