Decision & conditions

Planning conditions
  1. REASON: The proposed change of use would result in the unjustified loss of a cultural venue within the Central Activities Zone. The applicant has failed to demonstrate through substantive and detailed evidence that the floorspace has been vacant and marketed for a 24-month period and that exceptional circumstances exist to justify the loss of this floorspace and that there is no reasonable prospect of continued or alternative cultural use, and that this loss would not harm the character of the area. This is contrary to policies SD4, HC5 and HC6 of the London Plan (2021), policies R1 and R10 of Islington’s Strategic and Development Management Policies (2023).

  3. REASON: The proposed visitor accommodation fails to provide 10% of rooms as wheelchair accessible and does not demonstrate evidence of step free lift access or inclusive communal and staff provision within the site. The application is therefore contrary to policies D5 and E10 of the London Plan (2021) and policies PLAN1 and R12 of Islington’s Strategic and Development Management Policies (2023) and Islington's Inclusive Design SPD (2014).
  4. REASON: The site is not suitable for visitor accommodation as the site is not allocated for visitor accommodation nor is it a site with existing visitor accommodation, while the proposed hotel use conflicts with the over-riding land use priority for offices within Bunhill and Clerkenwell. The proposed use as visitor accommodation is therefore contrary to Policy E10 of the London Plan (2021) and policies B1, B2, R1 and R12 of Islington’s Strategic and Development Management Policies (2023) and policies AAP1 and AAP3 of the Bunhill and Clerkenwell Area Action Plan (2023).
