  1. REASON: The proposed large-scale HMO (Sui Generis) would result in the loss of conventional housing (Use Class C3) of which there is an identified need, contrary to Policy H2 of Islington’s Strategic and Development Management Policies (SDMP) (2023).
  2. REASON: The proposed bike store within the front garden area, by reason of its scale (height and width) and siting, would be an uncharacteristic, highly visible and oppressive structure that would fail to respect or enhance local distinctiveness and the more open aspect and form of the surrounding streetscene, causing harm to the character and appearance of the host property and the surrounding streetscene, contrary to Policy PLAN1 of the Islington Strategic and Development Management Policies (SDMP) (2023) and the guidance contained within the Islington Climate Action SPD (2025).
  3. REASON: In the absence of a legal agreement to secure the necessary appropriate financial contribution towards the provision of affordable housing the proposal would be in conflict with Policy H16 of the London Plan, Policy H10 of Islington's Strategic and Development Management Policies (2023) and Islington’s Planning Obligations SPD (2025).
