Planning conditions
  1. STANDARD ADVERTISEMENT CONDITION (COMPLIANCE): Any advertisement displayed and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Local Planning Authority. Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Local Planning Authority. No advertisement is to be displayed without permission of the owner of the site or any other people with an interest in the site entitled to grant permission. No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway (including any coastal waters) or aerodrome (civil or military).
  2. ADVERTISEMENT ILLUMINATION INTENSITY (COMPLIANCE): The advertisement display(s) shall be statically illuminated and the illumination shall not exceed a maximum steady brightness of 300 candelas per square metre. The advertisement shall be maintained as such for the duration of its display. REASON: In the interests of visual amenity and highway safety.
  3. LIMITED ADVERTISEMENT CONSENT PERIOD: The advertisement display hereby approved is granted for a limited period only being until 31 July 2027. On or before that date the advertisement display and its associated fixings shall be removed and the building/land made good and returned to the state/condition in which it was maintained prior to the grant of this consent unless another state/condition is agreed in writing by the Local Planning Authority. REASON: The advertisement within an imprinted shroud is only acceptable as an alternative to a plain scaffolding shroud. The advertisement is also only acceptable for a limited period of time as it would otherwise harm the amenity of the surrounding area, and it would not be acceptable when scaffolding is not strictly required. This in the interests of local visual amenity and to comply with the NPPF (2024) and policies PLAN1 and DH6 of Islington’s Strategic and Development Management Policies (2023).
  4. PY4853/001 Revision B (Location Plan); Planning Statement dated April 2026; PY4853/004 Revision B; PY4853/005 Revision B; PY4853/007 Revision B.
  5. NO SPECIAL EFFECTS (COMPLIANCE): The advertisement hereby approved must not have any intermittent light source, moving feature, animation or exposed cold cathode tubing. REASON: To ensure that the advertisement does not affect the safe operation of the highway in accordance with policies DH6, T1 and T2 of Islington's Strategic and Development Management Policies (2023).
  6. LIGHTING (COMPLIANCE): The lighting fixtures illuminating the advertisement/s hereby grantedconsent shall be directed, screened or shrouded so as to ensure that the light emitted does not fall otherwise than on the advertisement/s and does not affect any adjoining or nearby premises. REASON: In the interests of amenity and public safety as required by Schedule 2 of the Town and Country Planning (Control of Advertisements) (England) Regulations (2007) as amended.
  7. HIGHWAYS INFORMATIVE: TfL have advised that the footway and carriageway must not be blocked during the construction of the scaffold shroud wrap. Temporary obstructions during the development must be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians, obstruct the flow of traffic, or impact the bus services on Old Street. All vehicles associated with the installation of the scaffold shroud wrap must only park/ stop at permitted locations and within the time periods permitted by existing on-street restrictions
