  2. The proposed extension and associated alteration to the rear external staircase by virtue of its form, layout and implication on remaining private amenity space would be considered inappropriate and overly dominating development within this constrained site that would negatively impact the visual amenities in the wider area and quality of accommodation and would fail to provide usable and functional private amenity space. In this regard, the proposal is contrary to Policies D4 and D6 of the London Plan (2021), Policies PLAN1 and H5 of Islington’s SDMP (2023) and the guidance contained within the Urban Design Guide (2017).
