REASON: The proposed development would result in the unjustified loss of public house (Sui Generis) floorspace, and insufficient supporting marketing, vacancy, viability and supporting evidence has been submitted to justify this loss and to demonstrate that the retained public house floorspace would be viable, and that the proposed use of the upper floors as self-contained residential flats (Class C3) would comply with the agent-of-change principle. The proposal would also provide an unacceptable housing mix. This is contrary to policies HC7, D13 and D14 of the London PLAN (2021) and policies R1, R11, DH5, H1 and H2 of Islington’s Strategic and Development Management Policies (2023)
REASON: The proposed mansard addition and three storey rear extension, by reason of its inappropriate scale, height, width, volume, massing, detailed design and lack of subordination would be an uncharacteristic, visually incongruous and oppressive structure that would fail to respect or enhance local distinctiveness and the form of the surrounding streetscene. This would result in unacceptable harm to the character and appearance of the host property and the surrounding area. This is contrary to Policy D4 of the London Plan (2021) and policies PLAN1, DH1 and DH2 of Islington’s Strategic and Development Management Policies (2023) as well as the guidance Islington’s Urban Design Guide (2017).
REASON: The proposed extension, due its siting, scale, design and height, would represent an unneighbourly form of development as it would appear overbearing upon the outlook of neighbouring occupiers, foster an unacceptable sense of enclosure to neighbouring gardens, and result in unacceptable overlooking and a material loss of privacy. The applicant has also failed to demonstrate that the development would not result in harmful reductions in daylight and sunlight to neighbouring windows and that the development would not cause unacceptable overshadowing to neighbouring gardens. This is contrary to the National Planning Policy Framework (2024) and Policy PLAN1 of Islington’s Strategic and Development Management Policies (2023).
REASON: The proposed development would provide a poor standard of amenity to future occupiers by reason of each of the units being undersized, the failure to demonstrate that all habitable rooms would have sufficient access to natural light, outlook and ventilation, the lack of outdoor amenity space, the failure to demonstrate a satisfactory acoustic environment to future occupiers, inadequate privacy (Flats 02, 04 and 06) and the lack of step free access and demonstration that the flats can achieve Category M4(2) ‘Accessible and Adaptable’ standards. This is contrary to Policy D6 of the London Plan (2021) and policies H1, H2, H4 and H5 of Islington's Strategic and Development Management Policies (2023).
REASON: The proposed sustainability statement does not provide sufficient detail of BREEAM, energy, cooling hierarchy, air quality, flood risk, drainage, circular economy, biodiversity and green roofs and therefore, does not meet the requirements of Islington's sustainability policies S1, S2, S3, S4, S5, S6, S7, S8, S9, S10, G4 and G5 of Islington's Strategic and Development Management Policies (2023).

PLANNING OBLIGATIONS: Under the terms of Islington’s Strategic and Development Management Policies (2023), Islington’s Affordable Housing Small Sites SPD (2012), Islington’s Climate Action SPD (2025) and Islington’s Planning Obligations SPD (2025), the applicant has agreed to enter into a legal agreement under Section 106 of the Town and Country Planning Act 1990 to pay the London Borough of Islington's Affordable Housing Small Sites contribution of £300,000 (£50,000 per flat), a carbon-offset contribution of £6,000 (£1,000 per flat) and the code of construction practice monitoring fee of £2,100 (£350 per flat). However, as the application is not considered to be acceptable, no such legal agreement has been entered into at the time of decision.
