- The application site is outside of a recognised settlement boundary and where market dwellings will only be supported where they are essential to delivering affordable housing. The provision of a single market dwelling is therefore considered contrary to policies STR2, STR4, PC1, HN4, HN4-C and HN4-D of the Flintshire Local Development Plan, SPGN No.10 - New Housing in the Open Countryside and PPW12.
- The application lacks a Green Infrastructure Assessment to demonstrate that the application has no impact on habitats or species or that it can provide biodiversity enhancement, as such the development fails to comply with PPW12.
