  1. The proposed side-hung casement window to the ground-floor front elevation, by reason of its opening arrangement, proportions and relationship with the surviving historic horizontal-sliding sash above, would introduce an incongruous and historically inappropriate form of fenestration to the principal elevation of this rare surviving vernacular cottage. In addition, the proposed plant-on glazing bars to the proposed new front window and four other new windows to the side and rear of the building would fail to reproduce the authentic construction, depth and detailing of traditional glazing bars appropriate to the architectural character of the building. The proposals would consequently fail to preserve the special architectural and historic interest and heritage significance of the Grade II listed building, contrary to Policy EN8 of the Flintshire Local Development Plan, Planning Policy Wales Edition 12 and Technical Advice Note 24: The Historic Environment.
