Planning conditions
  1. The development hereby approved shall be commenced before the expiration of five years from the date of this permission. REASON: To comply with the requirements of Sections 91 to 93 of the Town and Country Planning Act, 1990.
  2. The development shall be carried out in accordance with the following approved plans and documents: Application Form date received 7/10/25 AMENDED Location Plan & Existing Site Plan - Dwg 1422-01 Rev II date received 5/11/25 AMENDED Proposed Dog Park Site Plan & Elevations - Dwg 1422-02 Rev II date received 07/01/26 Transport Assessment date received 10/10/25 Noise Impact Assessment date received 22/10/25 Design & Access Statement date received 10/10/25 REASON: To ensure that the development is carried out in accordance with the approved details.
  3. The Noise Management Plan (NMP) approved as part of this permission shall be reviewed, and the review recorded in writing (acknowledging any complaints that have arisen, concerns, actions or training recorded) annually by the 1st of January 2027, and each successive year thereafter. The reviewed NMP shall be submitted to and approved in wrting by the Local Planning Authority. REASON: In order to safeguard the livng conditions of the occupiers of nearby residential properties in compliance with Policy PC2 of the Flnshire Local Development Plan.
  4. The site shall be used solely for the training and exercising of dogs between 0700 – 2000 hours Monday to Sunday over summer and from 0800 1800 hours Monday - Friday during the winter. A log shall be kept on a daily basis and made available for inspection by the Local Planning Authority restricting the use of the site to a maximum of 6 No dogs within the site and /or car park at any one time. REASON: In order to control the scale of development from a highway and amenity perspective in compliance with Policy PC2 of the Flintshire Local Development Plan.
  5. The proposed access shall have a visibility splay of 2.4m x 61m in an easterly direction and 2.4m x 118m in an westerly direction, both measured along the nearside edge of the adjoining carriageway and over land within the control of the Applicant and/or Highway Authority and within which there shall be no obstruction to visibility in excess of 1.0m above the nearside channel level of the adjoining highway. REASON: To ensure that adequate visibility is provided in perpetuity at the proposed point of access onto the highway in the interests of maintaining highway safety in compliance with Policy PC2 of the Flintshire Local Development Plan.
  6. Facilities shall be provided and retained within the site for the parking and turning of vehicles. Such facilities being completed prior to the proposed development being brought into use. REASON: To ensure that adequate parking and manoeuvering space is provided to serve the proposed development and to avoid the necessity for reversing movements into or from the highway in the interests of highway safety and maintaining the free flow of traffic on the adjoining highway in compliance with Policy PC2 of the Flintshire Local Development Plan.
  7. Notwithstanding the submitted detail, the security fencing shall not be as shown on the AMENDED Proposed Dog Park Site Plan & Elevations - Dwg 1422-02 Rev II, but shall be standard wire fencing to be approved to the written satisfaction of the Local Planning Authority prior to the commencement of development, and retained as such thereafter. REASON: in the interests of visual amenity , in compliance with Policy PC2 of the Flintshire Local Development Plan.
  8. Notwithstanding the submitted details, no development shall commence until a scheme for compensatory replacement planting and Biodiversity Net Benefit has been submitted for the considersion and written approval of the Local Planning Authority. The scheme s may subsequently be approved shall be carried out in accordance with such timescale as may subsequently agreed in writing by the Local Planning Authority. REASON: In the interests of visual amenity and maintaining and enhancing biodiversity in accordance with Local Development Plan Policies STR13, PC2 and Planning Policy Wales (PPW) Edition 12
