- It has not been demonstrated that the change of use and conversion of garage to a dwelling is to meet an identified affordable local housing need and is therefore considered to be contrary to Policies STR, Pc1, HN4 & HN4-B 2 of the Flintshire Local Development Plan.
- The Local Planning Authority is of the view that insufficient information has been provided to demonstrate that the proposed use would not, as a result of foul water discharges, adversely impact upon the River Dee and Bala Lake Special Area of Conservation (SAC) catchment or that any impact could be mitigated. Applying the precautionary principle , the Local Planning Authority considers the proposals to be contrary to Policies PC2 and EN15 of the Flintshire Local Development Plan.
