- In the opinion of the local planning authority it has not been demonstrated that the development would not lead to an increase in phosphate levels in the River Dee and Bala Lake SAC, with a resultant significant impact on the protected site. As such it is considered that the development is contrary to policy EN15 of the Flintshire Local Development Plan as well as advice contained within Planning Policy Wales 12 regarding Water Quality and the protection of SACs, and Welsh Government Circular 008/2018.
