NRW notes the reference to General Binding Rules (GBRs) in the planning statement. Please note GBRs do not apply in Wales (this is for England only). The applicant may need a permit for the activities that would have been covered by the English GBR. NRW notes the site has an existing permit – if permitted activities are missing from the issued permit they should be added with a permit variation application.
The application site is within 6m of the Broughton Brook watercourse. NRW are concerned about the risk of oil entering the watercourse. However, they consider the management and mitigation plans included in the planning statement to ensure the prevention of surface water pollution to be satisfactory and advise the Local Planning Authority that these should be secured against any planning permission granted for the proposals. Due to the proximity of the site to watercourses, all works at the site must be carried out in accordance with Guidance for Pollution Prevention (GPP) 5: Works and maintenance in or near water, and GPP 6: Working on construction and demolition sites, which are available on the NetRegs website.
Biodiversity enhancements as detailed within the approved ‘Biodiversity Email’ and ‘Biodiversity Plan’ shall be installed/erected within three months of the approved development being implemented. The biodiversity enhancements shall be maintained or replaced as necessary for the duration of the development hereby approved. Reason: In the interest of biodiversity in accordance with policies STR13 and EN6 of the Flintshire Local Development Plan
