The development hereby approved shall be commenced before the expiration of five years from the date of this permission. REASON: To comply with the requirements of Sections 91 to 93 of the Town and Country Planning Act, 1990.

Development shall not commence until the remediation and validation works set out in the Remediation Strategy Statement have been completed, and validations reports have been submitted and approved in writing by the Local Planning Authority. REASON: In order to ensure that the development is safeguarded against the risks to the health of the occupants of the development from possible contamination and to ensure compliance with Policies EN16 and EN18 of the Flintshire Local Development Plan.
Prior to the first use of the balcony hereby permitted, the balustrade on the elevation facing No. 2 Llys Yr Orsedd shall be fitted with obscure glazing to a minimum of Level 3 obscurity (or equivalent) on the Pilkington scale. The obscure glazing shall thereafter be retained in perpetuity and shall not be removed or replaced without the prior written approval of the Local Planning Authority. REASON: To safeguard the privacy and residential amenity of the occupiers of the adjacent property, in accordance with Policy PC2 of the Flintshire Local Development Plan.
