  1. The proposed replacement dwelling, by reason of its significantly increased scale, height, massing, form and contemporary design, would constitute an overly dominant and incongruous form of development which would fail to respect or harmonise with the character and appearance of the existing dwelling, the surrounding locality and the site's sensitive location adjacent to the Area of Outstanding Natural Beauty. The proposal would therefore be harmful to the character and appearance of the site and surrounding area, contrary to Policies PC2, PC3 and EN5 of the Flintshire Local Development Plan.
