The information provided in support of the application does not demonstrate that there would not be an adverse impact, in terms of nutrient load in to the River Dee and Bala Lake Special Area of Conservation , as such the Local Planning Authority is required to excercise a precautionary principle and refuse the application as it is considered to be contrary to Policy EN15 Water Resources of the Flintshire Local Development Plan .
